The idea for Seattle Center originated with city planner Virgil Bogue in 1909. A 1907 plan had proposed an extensive civic center on the north end of downtown Seattle between Denny Way and 5th Avenue N., bounded by Olive Way on the west and Galer Street on the east. However, funding for Bogue’s more ambitious plans was not approved by city voters until a bond issue in 1916. The original plan called for a 12-block campus containing educational facilities as well as exhibition halls. Arenas are surrounded by open park space; however, only six blocks were ultimately developed due to budget constraints.

The centerpiece of the campus was to be a large performance hall designed by architect John Paulsen at 6th Avenue N. and Harrison Street. But because of delays caused by World War I, construction didn’t begin until 1921. Paulsen’s design was also revised several times before completion in 1928.
